What you are looking is what I suggested, taking the lens-flares
routines and adding them to specular reflection.  It was also
suggested here in the list, a long, long time ago.

Some image-processing programs can do this: ImageFX, for example.
It is probably an excellent idea for a Filter Plug-in.
